Councillors endorsed the creation of the Stawell Parks Precinct Plan at its monthly meeting on Monday, with a unanimous vote for the project.
The plan is introduced following six months of community consultation.
There were more than 700 direct incidents of contact made by Council with the community through the process including 155 survey responses.
It identifies goals and directions by precinct, as well as by issue including paths and access, presentation, lakes and wildlife and inclusive play facilities.

This project has been funded by the federal government in partnership with Council.
Cr Murray Emerson chaired the Stawell Recreation Advisory Group which engaged in community consultation over the last six months. He said there are positive signs for the project.
"We have come up with a plan which in my opinion suits all stakeholders in the area," he said. "It is a 10-year plan and we will be able to add more community consultation to it if need be.
"People have really put into it and given us some great ideas."
The project received $18,700 funding from the federal government last year, playing a key role in driving its progress.
“The Master Plan will provide a blueprint for new and improved recreational infrastructure around the entire Central Park precinct through to Cato Park,” Wannon MP Dan Tehan said last October.
