St Arnaud police charged a 24-year-old Altona North man with willful and obscene exposure on Thursday afternoon.
He was arrested for the incident on the V/Line bus in St Arnaud, interviewed and released pending summons.
It comes after police confirmed a 35-year-old man was arrested following a sexual assault on a bus in St Arnaud Friday.
St Arnaud Sergeant Bill Alford said the two incidents are "very concerning".
"They are two nasty incidents, in particular the one on Friday," he said.
"It is very strange to have two incidents of that nature on buses two days in a row.
"We will not tolerate any behaviour such as that."
