Mr Toner moves into the role after two years in the top position at the Ararat and District Junior Football Association.
He replaces David Jennings who was president for the past two seasons at the Rats.
Involved with sport through his children within the region, Mr Toner said his passion lies with junior sport.
“It builds personalities, helps create community leaders, future coaches, committee people and potential employees within the region,” he said.
“The Ararat Football Netball Club is much more than just a football and netball club.

“We need to make sure all these areas are furbished with the equipment and the required people needed to not only be successful but also run as smoothly as possible.”
Mr Toner said the committee and others around the club were very supportive of the directions he wants to implement going forward.
“I don’t want to reinvent the wheel,” he said.
“I have a good understanding of junior development and I believe clubs survive from Auskick and Net Set Go all the way to the senior grades.
“This also includes off-field profitability of clubs and how we are perceived in the broader public of the league and the Ararat community.”

A focus for Mr Toner moving into the role is looking into the core of the club and the reason it exists.
“I want to build up the ownership of the whole club’s community and over time I would like to talk to all areas of the club and assess where they are heading moving forward,” he said.
“I want to also look at the collaboration between the club and the junior league, which of course I have an insight in to.
“As a club, I will look into ways we can support the junior development in the area as this is where our future players will come from.”
Mr Toner said making the decision to jump on board and help drive the club to new heights was an easy decision.
“There are so many positive signs at the club for 2019. We have some really strong recruits jumping on board,” he said.
