Contractors will remove concrete and other debris to make way for a landscaped multi-purpose space.
It comes after a community consultation process engaged Stawell community groups about the project.
Northern Grampians Shire Council advised a final plan was being formulated for the site and will be on public display in the coming months.
Northern Grampians Shire Council chief executive Michael Bailey posted to Twitter about the project.
He said Stawell’s “ugliest site” was in the middle of being transformed and it would be done in time for the influx of visitors to the town at the Easter period.
