Kelly competed in the Alec Calvert Junior Open at Port Fairy the day before the Warrnambool event, with atrocious weather conditions making it a tough day.
Kelly bounced back at Warrnambool, shooting 80 in the first round and backing it up with a 78 in the second to win the handicap title.
Kelly plays with a handicap of seven.
Kelly’s father, Michael Kelly, said Josh will continue to improve with more experience.
“Josh will keep working on his game to get his handicap as low as possible,” Kelly said.
“For him it is about getting to as many events as possible to get as much experience as he can.
“It is a good opportunity for him to know what he needs to work on.”
Kelly was the only golfer from Stawell at both of the events.
