The 18-year-old Horsham resident who attends Murtoa College rushed back to tell his grandparents and show off the pictures of the big catch.
Mr Welsh’s grandfather John Welsh said his grandson was over the moon with what he had reeled in.
“Jackson caught the European carp on a soft plastic lure,” he said.
“I think the biggest fish to be caught at Cato Lake before this was around 14 pounds.
“So it is a fair effort from Jackson to catch a fish that big.”
Northern Grampians Shire Council spokeswoman Amy Rhodes said the Victorian Recreational Fishing Peak Body VR Fish are responsible for re-stocking the lake at the end of Florence Street.
“But they are only supposed to re-stock it with trout and other native species,” she said.
“There are a few ways it could get into the lake though.”
