Three of the award categories were taken out by groups based in the Northern Grampians Shire.
Cr Emerson said it was fantastic to see local volunteers recognised for their efforts and dedication.
"Volunteers play such an important role in our community and never ask for recognition or thanks for what they do," he said.
"The awards night held by Volunteering Western Victoria was the perfect way to show our appreciation for these individuals and it was great to see so many from the Northern Grampians honoured."
Winners from the Northern Grampians Shire were:
Community Health Award: Northern Grampians Shire Youth Action Council, Moving Mountains.
Emergency, Recovery and Rehabilitation Award: Stawell, Pomonal and Halls Gap Brigades - CFA Northern Grampians.
Northern Grampians Shire Council Volunteer Group Award: Grampians Community Health, Active for Life.
Council recognised its volunteers with morning tea functions in Stawell and St Arnaud during National Volunteer Week.
