Cr Wayne Rice presented a report to council following a meeting of the Stawell Tyre Stockpile Project Control Group and said there was a lot of poor information filtering through the community about the stockpile's future.
"The Project Control Group has had three meetings now and sadly, it seems to be that we are not making a lot of advances," Cr Rice said.
"However, there is a lot of will I say red tape? No it's worse than that. It's a quagmire.
"Sadly, some people have been given this misleading impression that there is a great big bucket of money, sitting in this council, to deal with the problem of tyres at the former Motorway site. That's incorrect.
"That is not true. There is no pile of money in this council.
"Somehow people have interpreted that to say that the government is willing to hand out $10 million to anybody who can address the problem. Once again, incorrect information. That is not the case at all.
"What this PCG has been able to do and I am very pleased about this, is they have brought people together, the Country Fire Authority, Environment Protection Authority, Department of Lands, council.
"We even had a business owner at out last meeting and we discussed some things.
"What I'm getting out of this is the truth behind what's going on.
"There are people who have their eyes on that pot of gold at the end of the rainbow and we all know how much that exists, and they think they're going to get it. It's not that simple.
"People are coming forward and saying I can handle this problem for you, I can get rid of those tyres, all you need to do is give me the money.
"They're not putting anything solid forward. They're not submitting written work plans that the EPA and the CFA, the local council, the environmental people, crown lands department, can look at and say yes, this is a workable plan.
"They all have verbal ideas, but when you ask them to back it up with a written plan there is no such thing.
"However, the PCG is still working through this, a consultant has been engaged and the consultant will be providing a report on June 10 to the PCC and we will have a much better picture.
"The first thing we have to establish is how many tyres are there. Because we don't want to have egg on our face and claim there are 10 million tyres there when there is only one million.
"I'm a little frustrated that this hasn't moved as fast as I would have liked it to do, but nonetheless, we are still working through the problems.
"There is no simple solution to this issue. This issue is repeated 86 times across the state of Victoria. We are not unique. We have the biggest stockpile that we know about but we are not alone.
"We are still working through this and we are making progress but the most important thing in my mind is, let's sort fact from fiction. Let's get to what the facts of the matter are and then we will work out how we can handle it."
