A PLAN to develop a large portion of land known as the Western Precinct in Stawell continues to remain a key focus for the Northern Grampians Shire Council.

The completed plan was presented to council at its latest meeting potentially for adoption.
It was developed with the express objective of identifying opportunities for business-commercial-industrial, retail development and expansion on the western edge of Stawell.
This precinct includes the Frewstal Expansion, Pleasant Creek and the Motorway Tyres site.
Acting Director Economic and Community Development, Greg Little, said the Western Stawell Business Precinct Master Plan is the result of extensive research and consultation with businesses within the precinct and relevant stakeholders over an eight month period.
"It is based on expert advice from several consultancies," he said.
"Ultimately the project's objectives will provide for job creation and investment growth, as well as improved transport logistics.
"The Master Plan develops a map for the development of this high profile section of the Western Highway over the next 15 years.
"It identifies and advances the intrinsic quality of the precinct and provides the tools to manage the change into a thriving business precinct."
Mr Little said the land in question really formed a triangle, which the council was eager to see developed.
"The Western Stawell Business Precinct Master Plan has been created for the development of a triangle parcel of industrial and business zoned land located on the western edge of Stawell, fronting on to the Western Highway, and approximating 100 hectares in size," Mr Little said.
Mr Little said essentially the Master Planning project is to deliver:
� The Master Plan itself (including a vision statement).
� A Development Plan (identifying opportunities and constraints, planning options, a preferred development scenario and an implementation plan).
� Costings and Development Contributions Plan.
� Development Strategy (incorporating a marketing strategy).
� Action plan which identifies the next steps required to implement the Master Plan.
"Once the WSMP is adopted by Council, the consultant will prepare the planning scheme amendment documentation to incorporate the Master Plan into the Northern Grampians Planning Scheme," Mr Little said.
A recommendation was presented to council to adopt the Master Plan. However, Cr Kevin Erwin an amendment that the plan be received.
A second part to the motion was for council to lobby both the Federal and State Governments for 100% funding to implement the Master Plan.
