The fraud is alleged to have occurred in the town from September 2014 to January 2015.
Police have been told that a number of charity donation tins fundraising for Adrian Davidson were distributed to local businesses. The tins were collected and emptied on several occasions.
Stawell Police Sergeant Bill Alford said police continue to investigate the legitimacy of the fundraising.
Sgt Alford said several residents had already come forward claiming to have donated money to the fundraiser for Adrian Davidson.
"We're looking at this deception matter involving the collection tins around Stawell," he said.
"There have been quite a number of people that have come forward, but we would like to know the full extent of this incident, so we can gauge it properly and make a valued judgement on that.
"So we're asking for anyone that has donated to this charity, which was a very worthwhile cause, to come forward.
"We want them to tell us what they've donated, who they are and how much they have donated, so we can follow that up further."
Investigators wish to speak to anyone who may have made a donation to any of the charity tins between September 2014 to January 2015.
