Council has prepared Amendment C44 to the Planning Scheme, which impacts on land in Halls Gap, Halls Gap East and Great Western.
The amendment proposes to implement the key findings of the Ararat-Stawell-Halls Gap Triangle Rural Zone Review 2012, which is a joint project undertaken by the Rural City of Ararat and the Northern Grampians Shire Council.
The amendment will implement the strategic vision for the tourism, agricultural and rural residential development of the Triangle and provide for a consistent approach to the application of rural zones within the Northern Grampians Planning Scheme and the Ararat Planning Scheme.
Some of the key aspects of the amendment will include:
Rezone the Great Western Racecourse from Rural Living Zone to Public Park and Recreation Zone.
Rezone steep rural residential land adjoining the Grampians Nation Park in Halls Gap and parts of the Valley Floor from Farming Zone to Rural Conservation Zone.
Rezone land in the Valley Drive, Halls Gap from Farming Zone to Rural Activity Zone Schedule 1, with a minimum subdivision lot size of two hectares and apply the Development Plan Overlay.
Rezone land east of Halls Gap from Rural Living Zone to Rural Activity Zone.
Residents are being given the opportunity to inspect the amendment and make submissions. The amendment can be viewed at the Town Hall and Visitor Information Centre in Halls Gap.
Submissions close on March 3 and must be sent to the Manager, Environment and Regulatory Services, Northern Grampians Shire Council, PO Box 580, Stawell, Vic 3380.
Council agreed to prepare the Planning Scheme amendment in relation to the Ararat - Stawell - Halls Gap Triangle concept, in order to bring municipalities into line with each other.
A review of the Triangle project provided an opportunity to develop a coordinated approach to the rural zones, to attract and support rural lifestyle development, agriculture and tourism opportunities in the Grampians region.
The Triangle Project includes the townships of Stawell, Great Western, Ararat, Moyston, Pomonal and Halls Gap. It also includes part of the Grampians National Park, Black Range and Lake Fyans and takes into consideration the sensitivities of the environment, as well as land prone to natural hazards such as bushfire, landslide and flooding.
