Bond appeared to raise his arm in his whipping action on two occasions and received a stern warning from the stewards.
A three year old, Game Cullen has had just two starts under Bond and has raced well in both of them.
"You are always happy with a win, but he didn't race that well today," Bond said.
Game Cullen was slow away and settled near the back of the field.
He had made some inroads mid-race settling one out and two back.
Bond held Game Cullen back, but in the end timed his sprint to the line well, winning by less than a head.
Sassy Man finished in second place and Myrniong Acesaway in third.
Accepting the race trophy Bond thanked the life members of Stawell Harness Racing Club.
Bond plans on racing Game Cullen this week in Hamilton where he will go up a class.
