Stawell now boasts one of the best athletic facilities in Western Victoria, following the completion of the North Park running track.
Northern Grampians Shire Council has replaced the entire surface of the track after it was extensively damaged by flood in December 2011.
Cr Murray Emerson said the facility was now open for use by athletic clubs, schools and the community.
"The new synthetic surface looks fantastic and we have already had some great feedback from local athletes who have been down to try it out," he said.
"It is certainly something that the people who built the original facility all those years ago would be proud of, and it will allow North Park to host state, and even national, level competition."
Cr Emerson said council would now work with user groups to organise an official opening and community celebration.
"We think it is really important to mark this significant occasion and we will be planning an event in the next few months," he said.
"It will be great to get everyone involved and really celebrate the completion of this state-of-the-art facility."
Cr Emerson said council was working on some 'common-sense' rules as part of a new conditions of use document to preserve the track for the long term.
"A lot of hard work has gone into getting this great facility for the town and we want to make sure people use it responsibly," he said.
"It is a fairly tough surface, but the last thing we want is vehicles driving on it or someone falling off their bike or skateboard and having it dig in."
Funding for the North Park athletic track was provided under the Natural Disaster Relief and Recovery Arrangements (NDRRA).
