Cr Russell, who has served on Council since October last year, said personal reasons were behind his decision to step down from the role.
Chief executive officer, Justine Linley, said Cr Russell's contributions over the past 13 months were appreciated.
"On behalf of the Northern Grampians Shire Council I would like to thank Cr Russell for the dedication and commitment he has displayed during his time in the role," she said.
"He has been a strong advocate for residents and the local business community and we wish him the very best for the future."
Ms Linley said Cr Russell had acknowledged the great work of his fellow councillors in his letter of resignation.
She said she had contacted the Minister for Local Government to commence the process for holding a by-election election in the South West ward to fill the vacancy.
